The main reason for the mass resettlement of peasants to Siberia in the late 19th - early 20th centuries was caused by growing "land hunger" in the European part of Russia. The procedure of the resettlement started with filling of an application, after which peasants-migrants received the “Passing Certificate” and moved to a new place. The state offered subsidised fares, provided material assistance, loans and tax exemptions, surveyed and prepared land in the areas being settled. Current edition sets out  the official order and organizing activities of the resettlement.
